FAQ regarding COVID-19

Due to the extraordinary measures taken to limit the spread of COVID-19, the Norwegian Customs receives a large number of inquiries related to the movement of goods and entering/exiting Norway. Below, we have collected frequently asked questions and answers.

Are the borders closed? Can I travel in and out of Norway?

From the 16th of March 2020 the Norwegian government implemented extensive border controls. That means that foreign citizens from countries that do not have a satisfactory infection situation and without critical reason for staying in Norway, will be rejected on arrival. Citizens living in Norway will be able to return home, including by air, but will be quarantined for 10 days upon arrival. The Ministry of Foreign Arrairs advises against all travel that is not strictly necessary.

In order to limit the risk of infections imported from abroad, the government has decided to implement temporary closure of a number of border crossings. The police handle passenger traffic and quarantine rules. Read more about entering Norway on the government's website here.

Is the border to Sweden and Finland closed?


When traveling to other countries it is your duty to familiarize yourself with the rules within the country you're visiting.

Is the border to Russia closed?

The Norwegian Customs are currently operating the border stations as normal. Russia has closed its borders to Norway, which means that Norwegian citizens have no opportunity to enter Russia. If you are staying in Russia and wish to return to Norway via Storskog, you must contact the Norwegian Consulate General in Murmansk.

I live in Sweden, but work in Norway – will I still able to travel to Norway for work?

In general, only foreign nationals who reside in Norway will be permitted to enter. Exemptions are still provided for some groups. Read more about the rules for entry into Norway here.

Are the customs offices still open and staffed?

Customs offices are currently operating as normal. Extensive border controls have also been introduced in collaboration with several state enterprises.

Will the outbreak of COVID-19 impact the import and export of goods?

The supply of goods in Norway is important in order to ensure that we still have a sufficient supply of necessary goods, such as food, medicine and other products. All transport of goods, imports and exports, shall be carried out as normal by road, train, ship and aircraft. All customs offices are maintaining (as far as possible) their goods handling capacity and their ability to inspect the flow of goods.

What happens to goods I have ordered from foreign countries?

Shipping to Norway will continue as before. All transport of goods, imports and exports, which does not involve the carriage of passengers, shall be carried out as normal.

If you have ordered goods from abroad or are waiting for a shipment and are wondering where your package is, you must contact the company that ships the goods.

Is it possible to order goods online?

Yes. No special measures have yet been introduced that deal with the import and export of goods in connection with the ongoing pandemic.

Are there any restrictions on goods sent from "risk countries"?

No. No specific measures have yet been taken to restrict import from- and export to risk countries as defined by Norwegian health authorities.

Have any simplifications been made to regulations governing cross-border movement of goods following the outbreak of COVID-19?

On March 23rd 2020, another temporary customs regulation was implemented. Carriers with a valid transport permit are given the opportunity to cross the border without stopping at the permit's specified customs locations within business hours. The regulation is intended to reduce the risk of COVID-19 contamination at customs offices.

What happens if I have imported goods on a temporary basis?

If you have imported goods on a temporary basis, and if travel restrictions render it difficult to re-export such goods within the time limit for re-exportation, Norwegian Customs may extend the time limit for re-exportation in certain cases.

If you have imported goods on an ATA-carnet, Norwegian Customs may extend the time limit for re-exportation with the approval of the guaranteeing association, Oslo Chamber of Commerce.
